Does that apply when the a-hole behind you is glued to your bumper? A safe following distance at all speeds is generally understood to be 2 seconds, one thousand one, one thousand two. I know it's a bit of a bother, but it can be really hard for someone to move left for a turn when the jerks in the left lane speed up to prevent it, comprende?
