In his May 1, 2008 email to Kim Hackett, Tacy states that as an elected official he makes all of his decisions on nothing that can be verified. Rick, that is what everyone always thought. Thank you for finally fessing up. That needs to be your primary campaign platform this fall. Keep writing emails. They demonstrate your level of intelligence, integrity, competency and honesty. It makes all of us feel comfortable that folks like you set the "Gold Standard" for council membership of this fair city.
